ICAI News – The ICAI Stipend Rates may soon change for students undergoing the 2-year practical training under the New Scheme of Education & Training. The Institute of Chartered Accountants of India has invited public comments on the proposed revision in the minimum stipend payable to articled assistants. The proposal has already received in-principle approval from the Ministry of Corporate Affairs , & is now open for stakeholder feedback before the rules are finalized.
The move is important for CA students, practising Chartered Accountants, CA firms, & everyone connected with the articleship training process.
Why Has ICAI Invited Public Comments?
According to ICAI, the MCA has given in-principle approval to the proposed ICAI Stipend Rates and the draft amendment to the Chartered Accountants Regulations, 1988. As required under Section 30(3) of the Chartered Accountants Act, 1949, the draft amendment has been published in the Gazette of India (Extraordinary) , Part III, Section 4, dated June 25, 2026.
Before the amendment becomes final, ICAI is collecting suggestions , & objections from stakeholders.
Who Can Submit Suggestions?
ICAI has invited comments from:
- CA students & articled assistants
- Chartered Accountants
- CA firms
- Students planning to start articleship under the New Scheme
- Other stakeholders affected by the proposed amendment
Comments can be submitted through the Google Form provided by ICAI.
Last Date to Submit Comments
You have until August 5, 2026, to send in your suggestions or objections.
ICAI explained that the 30-day window starts from July 4 , 2026, when the Gazette notification became public. Once they go through all the feedback, the ICAI Council will make the final call on the amendment.
Proposed ICAI Stipend Rates
The Institute has also uploaded the proposed ICAI Stipend Rates for articled assistants undergoing 2 years of practical training under the New Scheme on its official website.
At this stage, these are proposed stipend rates only. They are not yet applicable. The revised CA articleship stipend, ICAI articleship stipend, & minimum stipend for articled assistants will come into effect only after the amendment is approved & officially notified.
What Does This Mean for CA Students?
If approved, the revised ICAI Stipend Rates could improve the minimum monthly stipend paid during the two-year articleship. Practical training is a mandatory part of the CA course, so this proposal could help thousands of students starting their articleship under the New Scheme. Still, this is just a draft for now—nothing’s changed yet. Stick to the current rules until ICAI releases an official update.
